OK, my first city allows 2 camps to be attached, from two different territories. These can be converted to a city eventually.

Does this mean that you cannot just create a new city in a new territory, without having to start as a camp first?

If your city has two camps already (at the limit), then you cannot ever create a new camp in a new territory, unless you convert one camp to a city?
