Been having this problem for a while and I noticed when I moved from my laptop to my pc the issue seemed to disappear, even though my laptop is more powerful. All dandy right until I decided to play huge maps, suddenly it is back, but only once I have explored a fair bit of the map (around 50~100 turns most games). I remembered another game which did this stuttering and it was because my ram was full and it had to move game data in and out of the swapfile. Ram is not a problem on my rigs, but I have mediocre video memory(1Gb pc, 512Mb lappy), so I ran GPU-Z to see if video memory usage was it, lo and behold ones that didn't stutter were below 880MB of mem, the ones that did stutter were above that (980 was the highest I could get it, and that was stuttering really bad).

TL;DR: Whenever the video memory is pushing against 1GB the game gets jittery. I only have 2 computers to test it on, so can everyone please download GPU-Z and compare your video memory usage between saves that do and don't stutter.

I have the same stuttering problem but I don't think it's a VRAM issue. I have 2GB (R9 270X) and the game is currently only using around 700-800 mb. But I still have the stuttering issue. And I have noticed it will randomly clear up after ending a turn sometimes, even though there is no real change in graphical load.

Must be something else then. Man this is a tough nut to crack.

Does anything stick out on readings between turns where the is and isn't stuttering?

I just ran into this problem, and have my two autosave files. In the first, no stutter. Then I take my turn (pretty uneventful, fought a battle) then the next turn starts the stutter.

Here's turn 71, no stutter: https://www.dropbox.com/s/daqktbf3lwoc9n4/AutoSave%201959.zip?dl=0

Here's turn 72, stutter: https://www.dropbox.com/s/hnh6c1c89klxmxn/AutoSave%201960.zip?dl=0
