The Free Our People quest asks you to destroy a village in a neighboring region. If this village is destroyed by another faction, the quest fails. However, if you happen to pacify the indicated village, it's no longer possible to attack that village, yet Free Our People quest remains active. It should probably fail the quest, since it can no longer be completed by you (barring the unlikely conversion by an opposing Cultist player).
