The first one is used up when you create the first city, yes?
I have two hero led armies of three units and I'd like to create a settler but I don't see how. The settler is in the build list but it's grayed out. I looked for a tool-tip to tell me why I couldn't built it, but no.
Looked in the manual, looked at research to see if there was something I needed to do to be allowed to build a settler.
