The industry to science production has deducted the systems industry production twice leaving a negative production value.

Steps to Reproduce

1. Place industry to research (25%) in system production queue behind other improvements

2. Research Autonomys Mining 

3. Check system(s)

I2S = industry to science improvement 

Note: The I2S needs to be in the queue when the research finishes. If the improvement finishes and moves to the I2S then the system will have normal production.

Expected Behavior

The systems ability to produce industry should be restored when the production is removed from the queue.
