Not a Hissho player myself but I played against some players that know how to play them.

They are far from nerfed or overnerfed.

They are very good at playing tall and can snowball with only 2-3 systems throughout the entire game.

The have no issues racking 4k+ science past turn 40 and 1k+ industry systems when playing tall.

Scratch what I've said prior, misunderstood Resource gatherers penalty. But honour bound description should be fixed.
