Is it just me? I don't think I've ever seen rebel forces actually attack the empire they come from. It's like the first thing rebel forces do when they spawn is immediately look for the fastest way out of the empire they spawned from. I have seen rebels take cities from empires that have nothing to do with the rebelling forces. I have had to commit large portions of my own military forces to put down constant waves of rebel forces in my borders. They aren't even my rebels. 

It's always been stupid but the reason I'm finally posting something is I just had rebels from one empire completely wipe out their neighbor that only had one city left... They didn't even try to attack the empire they came from, they just went straight for the other empire that was just minding it's own business.

It could become a great military tactic... Spawn rebels and let them destroy the neighborood.

Thank you for posting about this. It is something I have never understood either.

Hello everyone, the problem still exists. and it's still very annoying.

So far I've just used it as a way to gain experience for my troops, but it is a bit stupid that the rebels instead act as wandering bandits against other nations.
