Potential bug with International crisis on the Congress of Humankind

Hello. 


I've just came across my first International Crisis on a 1v1 game, and I think something is not right here.


This is the scenario:


- The AI triggers a migration due to its Agrarian Affinity, pulling population from my capital city to theirs.

- This generates a Grievance, which I decide to Make a demand for some Gold in exchange of the lost population.

- The AI refuses to comply, so the grievance is mantained. I can choose between "Withdraw the demand" or elevate to "International Crisis" on the Congress. I choose the later.

- I win the vote over the International crisis on the Congress (it's a 1v1 game, and I have more way more leverage/Influence than the AI player). This is supossed to force the losing side either to comply to the grievance demands, or to declare war.

- Nevertheless, nothing happened in game, not in the vote turn, not in the next few ones. The AI still refuses to pay, the International Crisis is now gone from the Congress, but the Grievance is still present but grayed out on the Diplomacy screen, and I can do nothing about it; not withdraw, not enforce, no nothing, there is not even a countdown timer now for the grievance to expire naturally (and this is hurting my empire, as all trading are being suspended while the grievance is active and the lack of some critical Luxuries made some of my cities drop into rebellious stability). 


There is something I'm doing wrong, or is this a bug in the Grievances/International Crisis code in the game?

Ok, after a few turns I think I know what happened.


The AI decided to not comply with the Congress (I assume, as no communication was send in that regard), but his War Support was very low for declaring wars, so the grievance stayed there for some turns, until he gathered enough war support to reach the minimum threshold, then immediately declared Unsactioned War against me.


Maybe a few notifications indicating what is going on would be nice, instead of having to guess all this. :)

It is really frustrating for the AI to basically always just declare war, every time. Apparently even when they don't have enough war support to, which kind of defeats any and all purpose of the diplomatic approach, in and of itself.


This flaw of the execution wasn't as present until the most recent update either, I feel. It's frankly a bit of a mess.

mm Could you share with us some save files from the game, and the diagnostic files, just in case.
I can try to check with the AI team to see if perhaps there could be a bug about this (always declaring war)

I have this same issue, typically only occurs late game.
I elevate our issues to the international crisis - AI loses the debate - refuses demands - nothing happens afterward.
However, my grievances/demands are not grayed out. I just lose the ability to bring the issues back to the crisis board.


I can either declar war, withdraw demands or wait until i have a new grievance.
If i obtain a new grievance, make the demand - i can then redo the international crisis and the whole bug/issue repeats until i either declare war or just withdraw all demands.

I have also experienced strange bug, when i have won war caused by Congress, but none of my demands were completed. Adding to this report, I had my crises vote be displayed in the World Congress with an infinity sign next to it rather where the turn timer should be ticking down. I've attached several save files which show this:
