1. Although a scrollbar is visible, it's not possible to scroll to the remaining resolutions. I've tried dragging the scrollbar thumb, clicking on the scrollbar below the scrollbar thumb (which closes the dropdown), scrolling with the trackpad, and using the cursor keys. (The resolution defaulted to 1920x1080. I wanted to change to 3840x2160, which I assume is offscreen.)
2. If you hover the cursor between resolutions (such as 1280x720 and 1280x768), the tip for the underlying (Quality level) setting appears.
Thanks for the report. As a workaround for the first issue, you can edit your user registry file located there: C:\Users\username\Documents\Humankind\Users\steamuserid
