First time its happened to me that I noticed. It allowed me previously to look at my completed constructions in my capital, but not now that tab is not clickable. I have the 1st tier infrastructures completed in the capital. Same thing with my first expansion city - I have one of the 1st tier infrastructures completed, and now the tab shows, but its not clickable.
