[Description] I have observed that land units get +1 combat strength from Lighthouse of Alexandria wonder.

[Steps to reproduce] Build Lighthouse of Alexandria and then have war with other players.

[Reproducibility] Whenever I have built the wonder, the symptom happened. I would rate it 5/5

[Expected Behaviors] The wonder should grant +1 combat strength to only naval units, as the description of the wonder reads

[Notes] I was not able to test with every single unit that was available to play in Victor OpenDev. But across multiple games, battles, and eras the bug exists.
