Hey, I am not shure if this is intentional or not but the new civic bonus for  "Criminal Slaves" and "Democratic Republic" doesn't seem to work correctly. The commons quarter bonus doesn't apply to adjacent districts if said districts are in another city. It works fine when the commons quarter is in a separate territory but in the same city though.
