Make weapons a strategic resource, not a luxury one

Weapons from the Soviet EQ are pretty powerful and can add a lot of combat strength to an army. It seems weird to classify them as luxury commodities instead of strategic resources. Selling weapons to someone is something that you'd only do if you were sure they weren't going to be used against you, but in the current build you can buy them as if they were incense or salt, at the most basic level of trade treaties.
