Curious if these should be unlocked or not. Not sure because I'd purchased the upgrade and was worried it didn't work.

I found my answer. They actually are locked it seems.

Yup,

We received questions about this: the special content can be unlocked simply by playing, just like the regular heroes and spaceships.
