My game crashed in windowed mode so had to restart my computer before the cloud got synced on steam. When i got back ingame all my characters were gone. Still have my achievements. Anything i can do from this point on?

You can't, AFAIR. Game deletes save files once you've loaded a save then writes a new when you exit it normally. This is to circumvent player's ability to reload save, if things went wrong.
