the quest for Fassie to get the beverage information from the Merchant on the second floor is currently bugged. There is no way to get the recipe to spawn. I have completed multiple runs under different scenarios and nothing works. You cannot progress through the quest line for this character.

Step by step of the bug

Step 1

Complete Floor 1 with Fassie as part of the team.

Step 2

Locate the merchant on Floor 2 - Security Vault.

Step 3

The merchant does not have the quest item as part of their inventory.

I only looked this up because I am IN the security vault district, and am looking at the inventory of the merchant with nothing but weapons to purchase. I tried using one whole dust to refresh his wares . . . Nothing

Same, i saw a YT vid for the PC edition. There actually needs to be another merchant NPC on the same floor but it never appears on PS5. So the regular merchant doesn't have it ever.

Step 2

Go to security vault

Step 3

Open all doors to find the 2nd merchant

Step 4

One time didn't find any merchants, 2nd one never appears

I'm facing the very same issue with Fassie's 2nd quest.

Multiple runs and there always is only one merchant and he only has guns and mods to offer.
