Unless I'm missing something, the 2nd merchant doesn't appear and therefore you can't buy the drink recipe required to finish Fassies 2nd quest.

Obviously I have the correct character (Fassie) and I'm at the correct level (security vault)

I saw a YT video (PC version) where a 2nd merchant appears that sells the required item, this does not happen on PS5, tried several runs but no joy.
