Step by step of the bug
Step 1
Entered the core for the second time and she was in the hub.
Step 2
I exited the game and returned the next day. She was still there.
Step 3
I played through again and when I returned to the hub, she was gone.
Step 4
Now, she is never in the hub and the only music that plays is the default twangy guitar.

Vera showed up after my second playthrough, but then she disappeared and hasn't come back. I unlocked all the band members if that's a factor. I must have played through at least 6 or 7 times now and haven't seen her since.
