Co-op not letting me use hero’s host has unlocked (Xbox)

Any fix for this? Game has been extremely buggy in co-op so far.

Host unlocked the medic penguin. He could play as her but I couldn’t. We tried starting a mission and abandoning, quitting to main menu, resetting the entire game. Nothing worked.
