Are the core Stele supposed to still give debuffs when inactive?

same here :/ i found this on steam https://steamcommunity.com/app/1485590/discussions/0/4352247707589931841/ but even after winning the game the three option didn't appear :/

i have found it, when you finish a complete run, go to the saloon (option didn't appear in main menu) et go to gameplay settings next as other poeple said on steam, toggle off the 3 core defenses toggle
