What is the meaning of the aquadynamic technology if the sea will just keep shrinking?

Have watched the gameplay through video just released. I see almost no lake or river region on the map, which exist in EL1. Will these be added in the future.

And more importantly, will the sea rise again in the game? If yes then it means the cities might be drowned?

According to this article:

"We did discuss at the beginning, having [the sea] recess and come back,” de Waubert de Genlis tells me. “But we realised that no one likes to see what you’ve built destroyed, all your armies washed away after you worked for 50 turns on that army. So that's why we thought, OK, let’s go in one direction. (...)"

So, probably not.

In the gameplay previews so far there are rivers, and interestingly the rivers will grow over the course of the game, as the ocean recedes. So yes, the aquadynamic tech will be useful, and may even become increasingly useful throughout the game.
