After several games I confirmed a really annoying problem. Its population of city.
In first EL bigger amount of population was always desired cause we had unlimited jobs. More pops gives more food, more food more pops, so the city grows pretty large to the end of the game.

And here comes EL2. We now have job slots, so every pops that goes beyond this limit will become homeless/jobless hardly decreasing approval. The whole system of approval seems really broken right now, especially as we cant stop the production of new pops, so we are running at dead cycle:
—More pops create more food, boosting pops growing

—Pops require job slots, which means districts (food/production/science/living district)

—But also they require lots of approval, which means we need to build garrisons

—While doing all this (making job slots and increasing approval) we got a bunch of new jobless pops

—Return to the start

In the end all city planning turns into the race in which you could not win.

Please, at least add a feature to stop pop produce or boost up buildings/districts that produces approval.
