As a reminder, the previous vote on the Minor Faction Gameplay just ended:
Assimilation bonus: +0.5 on Luxury Extractors, per pacified and build village
Unit capacity: charge bonus - +10% chance per crossed tile to stun the target for 2 rounds (in addition to default charge capacity)
