With tempest enabled when I searched the ruins it placed the army on the coast and now I can't move them at all. I will try going a couple of turns and get shipyards to see if that will allow me to move them.

Researching shipyards did allow me to move my units.

Sorry I got back to this so late. I think this save was after I researched shipyard. Its the only one I have left of that game.Bug Save.zip
