Quest spawns and sea tiles.

In two of my games already I'm having an issue where I will get a quest to kill a certain unit, but the quest will spawn the unit or units in question in a sea tile next to the quest location. In one situation the enemy is in a sea tile and will not move and I can't get to it because I can embark ocean tiles yet. This was the minor faction quest to fight the "Alpha Male". In another, I was doing the forgotten's second part of their first quest and the predators spawned in a ocean tile. They did move in this situation and attacked me, but when I got the reward of two free predators units they spawned in the ocean tile again and I could not move them at all.  Both the times this happened in early game before turn 10-15 and it's really frustrating when you either can not complete a quest or you get a reward you can do nothing with it other then disband it. I really just want to bring this to your attention and I hope it gets addressed in a upcoming patch.

Had the same issue with quest units spawning on sea tiles when there was free space on land. What was really annoying is that because of the asynchronous movement on AI and your units, by the time you embarked to fight the spawned units on sea tiles, they'd moved back to land!

I had a quest army (Too Many Enemies) path off land to try to get closer to my city, It got stuck for 20+ turns untill I built a fleet to 'fix the stupid.'
