Is it just me or does the Morgawr Starting Hero's Fortification Boost not work?

I've assigned Iracu to multiple cities and the fortification did not change at all. It is quite difficult for Morgawr to defend faraway cities and it becomes even more so when their starting hero's speciality seemingly doesn't work.

I just tested it and yep, you're right, it doesn't work correctly.

I added it in our bug database. We're on it!
