It's the proper amount. There's no bug.

You get 8% of the tax (the transaction fee) not the value, of each transaction. If you hover over the buy/sell buttons you can see the tax. For heroes, it's 60% for selling, and 25% for buying.

In the screenshot, the AI paid 529.4 for a hero on the market. That means the hero cost 423.5 + a 25% tax of 105.9 dust.

8% of 105.9 gives 8.5 - exactly right.
