Playing forgotten, first expansion with 5 population razes itself after it finishes production.

What happens in the previous turn:

I meet the necrophages, then i steal a technology from them, augmented armors II. 

The next turn, my dust dredger finishes in my expansion. It's next qued building is a borough.

The necrophages tell me to stop spying on them, then my city just razes itself. 

Thought maybe it could be something they did, so i continued from that turn as the necrophages. The forgotten ai randomly lost their city as well.
