Made winter shelters in the wrong city first. Then made it in my first city and it doesn't complete the quest.

As easy as it should be to reproduce, could you please upload your save-game file? This would help the devs out.

Unfortunately it's a known issue, we're on it.
As icarus said, your save file would be useful! More information we have on the issue, and easier it will be to fix it.

I have the same problem. I'm attaching the save file and a link to my save file on the turn before it completes.

I tried clearing the queue of all but the winter shelters and letting the next turn come but still not notification of completion.

Is there a way to alter the save file to continue with the questline?
