Can confirm, and it seems especially present on higher difficulty settings in my experience (I've definitely noticed it more on Impossible than Serious). It also seems semi-random, I've seen AI players do mostly normal armies but in one of my recent games, one opponent had literally dozens of settlers in "armies" wandering around and in garrisons, making every battle absurdly easy.

These succesison of new bugs bringed by new patch is ridiculous.

Effectively, its time to play on Endless for players who want the achievement.
