New on forums just registered to list info on bug reports on steam. 

From the forums:

"Anyone else unable to do the conversion action as Cultists since this patch? When i click convert it just shuts the dialogue box. Worked fine yesterday!

Just to confirm - have tried rebooting game, starting new game or loading from previous save and am unable to convert minor villages at all since this patch. Any advice much appreciated."

It's a bug the devs hotfixed today.
