Found cultist AI with two cities (save game and log files included)

Hi,


In one of my games I have found cultist AI player with two cities, I'm pretty sure that it's a bug. 

Save game and screenshots are included at the end of this post. I didn't find "Temporary Files" directory in game directory nor did I find any "Diagnostics*.html" files so I didn't include them. I'm playing on game version V1.5.13 S3 (64-BIT) with all the DLCs.


Espionage window clearly shows cultist AI player with at least two cities.

Two cities owned by green player (cultist AI) are visible on the map.

Cultists are unable to produce settlers, however this does not mean they can not take cities from other factions, the Cultists most likely had just taken a city from another faction.

Sure not...


In this case it's a known bug. Cultists did get a city by diplomatic way (another faction offered a city for truce i.e.). Instead the city should be destroyed to get food, industry and/or science stockpiles for, same as usually happens in case cultists "take" cities.
