The quest tells me that I need to build Winter Shelters on my capitol. I have it built but the quest is not completing. I have demolished and rebuilt it but that does not work either.

Can you upload a savegame file, so that the devs can have a look?

The files are located under C:\Users\[YOUR_USERNAME]\Documents\Endless Legend\Save Files

Just drag and drop the ZIP file over your post ^^

My game is having the same issue - I would love to have a solution. Also - is it intended that I cannot build cargo docks on the lake tiles?

The cargo docks are working as intended (you can do a search to find the thread I started).
