Hi,

I've just unlocked winter broughers on my em[ire (using pearls) and set about installing them in four cities. Accorss the board it was going to take 3 or 4 turns to complete them, however they have all mysteriously had a three turn reduction - that is it was built in my capital in one turn, and everywhere else is now whowing 1 turn remainng. This would be consistant with them needing 200 rather than 600 industry, but only when actually being built.

Feels like a bug
