The Mykara starting hero also has a skill that's even better (pervents all food consumption by the city). So I would assume this is completley intentional and not an exploit or bug.

Does the Mykara hero's skill let you make infinite fungal blooms?

No. This bug exploit only works with the Sister of Mercy hero.

The team has been discussing this, and as I understand steps will be taken to prevent this interaction, since it completely breaks the game even if it is uncommon. I am not sure what form these steps will take, or when they will be released.

I can imagine the fix either being a hammer "Does not work for the Mykara", or a powerful-but-not-breaking "Food production cannot be negative before growing fungal blooms is factored in."  That is, the hero would keep a poorly-managed city at Food 0 at worst, but any blooms you grow after that would push it into negative as appropriate.

Anyway, this hero is totally useless as city governor. Having no expense in dust, or cost in food, are derisory bonuses compared to a good governor (like the Slaver Necrophages, the Cultist or a Vaulter specialist in science achievement).

It's not that uncommon.

What I usually do is scout for a Sisters of Mercy Village.

Overgrown and assimulate them.

You'll get the a Quest to sign Peace and hold for 5 turns, BOOM ! A level 4 Sisters of Mercy Hero.

So you level her up in a city by rushing some buildings to level 5.

And voila, infinitife blooms :D
