I dont know it's if normal that spy can been infiltrated in overgrown city.

Anyway, the I.A keep using reduce industry spy action on it. ^^

Well in tooltip is wroten than city cant be spied on. And i got same issue with AI decreasing population of overgrown city.
I think that bug is that spy from 3rd party player use to be in that city before you capture it and remain there even after you capture it and make Symbiosis and you cant do nothing about it.

Luckily, it seems somebody was able to reproduce the issue, and it should be fixed with the next patch.

I can confirm this happened to me too.


Only the AI in my game was reducing population in my overgrown cities so I dit nog care too much >.>

EDIT:  Added a save file on the turn it happened.
