I'm not sure if this is an oversight or intended, but it takes the same amount of turns to build a Fungal bloom on a village pacified through peace (bribe or quest) as it does to bloom one pacificed/destroyed through violence. For the Cult it costs less assimilate a peacefully pacified village than it does one pacified through violence, I would suspect the same should apply to the Mykara.
