I killed off the empire owning Fakir instead of taking it beforehand like I did with another, but instead of the now-dead empire releasing the Urkan it just went away, as well. I was playing on 1.7.5 and the newest ELCP. 

It would be very helpful if you have a save of the turn right before you defeated the empire. Bugs need to be reproducible to be fixed.
