Sea Fortresses typically had 2 facilities attached to them. It was usually 2, rarely 1. After chinese update, this seems to be bugged (now its usually 0, rarely 1). 

I still see games with very little facilities sometimes. Like this game, where most of them were at 1. Definately seems like a bug.
