Heya. Playing the game on the Xbox Game Pass for PC, and the ability to customise factions simply isn't there. There is no button to add or edit factions at all.

The option to enable custom factions is available (and toggled on) when starting a new game. Just unable to actually create or edit one.

I'm experiencing the same. And considering how hard it was to find this issue, you may have more you don't know of. I want to buy this game and the expansions, but I don't know that I'm going to spend this much money without the replay value given by custom factions.

Is this an open bug that is being fixed or would it just be better to play it as the free version with Xbox game pass?

There are some issues with the XBox game pass version. The Steam version does not have this issue.
