Completely unable to move/place city at start of game???

So I just bought and installed this game on Steam with all the DLC and expansions, started the tutorial, read the Guide for Civ Players, read up on the new expansion's changes, and started up an actual game as Mezari (and then tried to do the same as Vaulters, just in case.)  Clicked through all the content notifications, went to check out my starting army.  I had a hero, 2 marines, and Settlers.  Cool, time to build my first City, right?  Just like it let me do in the Tutorial?


Wrong.


I click the 'Colonize' button, and the screen edge on the bottom tells me to pick a city location.....  ....but I can't get anything from hovering over tiles, no placement info shows up, and I see the little line of arrows and dots indicating movement orders for that army, going offscreen down past the bottom edge.  I can't cancel the movement order, I can't order the army or any units in it to move except by clicking auto-explore, and even ending the turn doesn't let me do any of this stuff on turn 2 or beyond.  I thought maybe having the Drakken was making my starting army try to move to their location or something, so I started a 3rd game without them..... no change, still can't order my army to move at all or place a city.


I don't understand what's wrong with my game, if it's some faction-specific bug or something, but it's completely preventing me from playing.  What the hell..?  Does anyone know the cause, or how to fix this?

Vaulters - Turn 1.zip

 Here are 2 different saves from 2 different games.  Version should be the most recent, I have Emperor Edition with all dlc and expansions, no mods.  OS is Windows 8.1 64 bit, on a 1366x768 laptop.  I really don't think it has anything to do with my hardware just by the nature of the bug, but maybe the saves will help.

Ouch... really sorry for the belated reply!  To be honest with you, we are a little bit overwhelmed with the closed beta of Tempest.


So, I tried to repro your issue with your save but I didn't succeed...

Unfortunately, we can't help you without the diagnostics and the logs files. Could you please send them to us?
