Can't activate any expansion or mod after installing tempest pack so can start only vanilla game or load old savegames. Also can't open steam-overlay or find server to join anymore.

sorry to hear about this.
Could you try un-installing and then re-installing Endless Legend ?

If this doesn't help, could you also try re-installing Steam before re-installing EL again ?
