I don't know if it's a bug, but seems that if you play cultist and an IA wants a truce giving you a city, you can actually have more than one city.

Is that intended?

Sorry, don't have the save... My fault. But even IA controlled cultists seems to exploit it: in another game I found IA cultist with 2 cities.
