Roads failed to appear when I discovered the tech Right of Way (which had happened on every prior run through the game).

Trade Routes also failed to form after I built the right of way improvement in two cities.



Specs: Windows 7 Home Premium x64, AMD Athlon IIx4 640 3GHz, NVIDIA GEForce 440



Addendum- At a guess this problem is the result of one city being on a plateau and the AI failing to find a valid path as a result. Subsequent cities were able to form trade routes without problems.

I had a similar problem, just with ocean roads. The necessary improvement would build, and I'd get the bonus production, but the trade routes would not form and the improvement would not display on the list of built improvements.

Did you have Cargo Docks in two cities (or an opponent at Peace built one)? A single Cargo Dock does not form trade routes.
