City Tile +3 Morale requires standing troops to trigger

I was fiddling with the siege, fortification and city defense mechanics. What I've noticed is that having a standing army in my city when it gets attacked (even just one unit) allows the army and all reinforcing units to receive both the fortification bonus and AND the city tile morale bonus (presuming they start the combat round on a city tile, of course). But, if all defending units are garrisoned when the enemy attacks, the city morale bonus is negated. I can't imagine this is intended behavior, as the difference between keeping a standing army in a besieged city and having it garrisoned is the difference of a single button click (and a bit of +military upkeep). All it leads to is extra micro and I guess a certain sneak attack element for the enemy if they can catch you before you can press the 'new army' button... but thematically it hardly makes any sense. If anything, I would think garrisoned units are better candidates for receiving the city morale bonus than standing units.

Attached is the save - either pull the dervish out of the garrison or don't, then wait a couple turns and the drakken should try to pound your skull in. Put units on the city tiles and see the discrepancies in morale gain.

Im slightly confused, your first screenshot doesnt show units stats (for comparison). Could you attached a saved game?

I wasn't aware morale was even shown on the status bar, aside from the green +attack and +defense values (which could be from lots of things of course). I'm going by the morale wheel shown at the bottom of each unit on the map.



Anyway, I realized I should have posted a save as soon as I hit submit. It's attached now in the first post.

AutoSave 405.zipThis hasn't been responded to or sorted yet, I am sorry to reawaken this thread so far down the line however this problem still persists. Is the game really meant to be like this? If I dont have a standing army sat on the town the whole time I can get sneaked attacked by the enemy and get no moral bonus on city tiles? I find this breaks the immersion in the game quite badly when I have to have a single unit standing army on all my cities to makes sure I dont get caught out. It looks really silly on the world map and I would prefer to not have to do it. .
