Expansion disapproval reduction techs say they reduce expansion disapproval by 25%. Before Shifters every city provided -10 approval from expansion so 25% dropped this to -7.5.



With the Allayi, their cities provide -25 approval and I was expecting a 25% reduction to be 6.25. However, the tech only provided the same old 2.5 points. In other words, a 10% reduction.



I'm wondering if this is intended behavior. If it is, the description of the tech is a bit misleading.

It's likely to be intentional. It sounds like expansion disapproval modifiers are being applied simultaneously.

Not Allayi: 100% disapproval before -> 75% disapproval after tech.

Allayi: 250% disapproval before -> 225% disapproval after tech



And it makes sense for it to work like this since all other aspects of the game function the same way (additive multipliers rather than multiplying the multipliers).

Yeah, I think you're right. That makes the techs somewhat less useful for the Allayi, which does make sense. They just don't like to expand much no matter what.
