Is this a bug? Patriotic Propaganda doesn't do much of anything anymore.

Neither, for that matter, does State-Approved Theatre, or Bread and Circuses. Combined, I should be having NO expansion disapproval, and ESPECIALLY not on a huge map with the smallest allowable territories. Instead, I have a paltry thirteen cities and am dealing with -180 approval related to expansion. There's an empty continent nearby that I'm afraid to colonize because it might/most likely will tank my ENTIRE economy due to disapproval that shouldn't even be happening, anymore!



What is going on, and why is this happening?



Edit addendum: I REALLY hope this is a bug, because it seriously mars an otherwise great expansion/game. The charm of Endless Legend was that you could play it in an afternoon, and that the roflstomp was real when you knew what you were doing and everything was going your way. It could lead to the quick annexation of enemies, or the titanic struggle of global conflict, and one faction could become a tyrant or the arsenal of peace in giving over their production to steadfast and more strategically placed allies. Did that once. Was a HUGE Broken Lords custom faction at the heart of a massive diplomatic coalition which I basically single-handedly founded and funded until the end. It was great!



Edit addendum addendum: This has to be a bug. It's possible to have more than 12 trade routes, but without Patriotic Propaganda and within the current disapproval scheme, it would murder the EVERYTHING production for the rest of your empire if you tried to fill them all!

Since you say you have 180 expansion disapproval at 13 cities, I guess you are playing as Allayi or a custom faction with the We Chosen Few trait. If so, this is working as designed, as the Allayi are meant to play very tall, a middle ground between cultists and other factions.



Furthermore, the percentage modifiers to Expansion Disapproval are additive, not multiplicative. So, the +150% from We Chosen Few and the -25% from Bread and Circuses, the -25% from State-Approved Theatre, and any other -% Expansion Disapproval are all applied to the same base value of 10. In the case of the two researchable techs that still comes out as +100% Expansion Disapproval for Allayi, or 20 points per city.

At a 100% reduction, you still come out at +50%, or 15 per city. Since your capital doesn't count, you get 12*15=180 Expansion Disapproval.

Edit addendum: But then... Patriotic Propaganda still doesn't do anything for Allayi. Neither do the other two technologies. I mean, I understand the math, but the math isn't done right, or at least not very intelligently. Technology is meant to overcome failings of flesh and society, and thus transform it, not just assuage the worst of it. Hum, but then the Allayi would be another faction without any unique mechanics... bleh.

No I think that is the correct way to handle it. If these approval techs have a proportional effect for the Allayi so as to completely counter-balance their weakness, it would beat the point of their affinity and lore.



In fact, I have found tech like Bread and Circus to be a lot less valuable for the Allayi. I wouldn't waste my time on them.

Yes, but proportionally, they don't and so the Allayi derive less value from them than others.

The Expansion Disapproval reduction technologies are certainly lower priority for Allayi than other factions, because the relative effect is smaller, but I would not outright discard them.

There may be times in which +2.5 Approval per city other than the capital can make the different between a content and a happy empire. After all, sometimes you find yourself just short of the threshold.
