Hi, when I try to launch the game, I get this error message:

I have tried verifying the game files, re-installing, restarting the computer, and it has not worked. This never used to happen except for 2 months ago and now. Last time 2 months ago, re-installing and restarting worked, but this time it did not.

I tried looking for that .cmd file and can't find it when I search the program file folder. I'm not sure what to do, if Steam is not installing this necessary file.

I'm using an MSI if that matters. I tried to upload the save file as directed by the How to Report a Bug post, but the specified file structure wasn't present and I couldn't find the save file. I also can't seem to find the game version without booting the game. 

Please let me know what other info you need to help. Steam customer support can't help me :( Thanks!!

Forgot to mention in the original post but I did make sure it was whitelisted on my firewall, did not help.
