While waiting for a fix, here is modified file <WorldGeneratorSettings.xml>

Just copy it in your:

\Steam\SteamApps\common\Endless Legend\Public\WorldGenerator

Note: this will reduce the number of citadels and also reduce the number of Resources and luxury in each Citadel.
