When I ran into this problem I checked the xml in Notepad++ for the Tiled map file. All of the <tile/> lines I had to manually replace with <tile gid="0"/> since the value can't be blank. If you want to try this (I know it was a year ago) make sure you save a copy of the file before editing it.
